October 31, 2024, is a date every international company should circle in red, not just because it’s Halloween. It marks the introduction of the UK’s Safety & Security (S&S) Declaration. Starting on this date, businesses must comply with new regulations for goods entering Great Britain to tighten border security. We would like to advise companies to be prepared to meet the requirements to prevent issues during goods transport and avoid more troublesome consequences than a Halloween scare.
What is the S&S Declaration?
The Safety & Security Declaration is a critical document required for all imports into the UK. Unlike customs declarations that handle duties, the S&S Declaration is used to assess the risk associated with goods entering the country. It’s part of the UK’s ongoing efforts to improve border control post-Brexit, ensuring that any potential security threats are caught before goods enter the country.
Key Requirements for S&S Declarations
Here’s a simplified list of data companies need to provide when filling an S&S Declaration:
- EORI Number: A valid Economic Operator Registration and Identification number for both the importer and exporter
- Goods Description: The type, quantity, weight, and packaging details of the goods
- Vehicle Information: Vehicle Identification Numbers (VIN), registration details, and, if applicable, trailer seals
- Routing: The planned route of the shipment, country by country
- Border Entry Point: the specific port or terminal where the goods will enter the United Kingdom
- Expected Time of Arrival (ETA): The estimated time and date when the goods are scheduled to arrive at the UK border
In case of driver-accompanied freight, the haulier will be responsible for ensuring that the declaration is correctly submitted. For unaccompanied freight, the responsibility lies with the ferry or shuttle operator.

Why is the S&S Declaration Important?
The S&S Declaration isn’t just another administrative hurdle. It plays a crucial role in safeguarding the UK’s border by allowing authorities to analyse potential security threats. Failure to comply could lead to significant operational delays, fines, or even the refusal of entry for your goods. And given the UK’s strategic aim to reduce border congestion and enhance security, being on top of these regulations is more important than ever.
How to Prepare for the S&S Declaration
- Understand the Requirements: Make sure your logistics and compliance teams are fully up to date on the S&S Declaration process.
- Gather Required Information: Ensure that all required details, such as EORI numbers, vehicle identification, and goods descriptions, are readily available for each shipment.
- Digital Tools: It might be a good idea to invest in software solutions that can automate the declaration process, reducing the risk of human error and improving compliance.
- Training and Communication: Train your drivers, logistics team, and clients on these new requirements, and maintain open communication with partners to avoid delays at the border.
Impact on Road Freight
For international road freight companies, the introduction of the S&S Declaration will undoubtedly create new administrative tasks. While this may add complexity, the long-term goal is to reduce risk and ensure smoother border crossing. The UK government has introduced this change in a phased approach to allow businesses time to adapt, but the October 2024 deadline is approaching quickly, making early preparation essential.
Don’t Let the S&S Deadline Haunt Your Business
Halloween may be full of fun scares, but missing the October 31 deadline could haunt your business for far longer. Preparing your team, implementing the right tools, and staying on top of compliance will help you avoid the frightening consequences of non-compliance.
Stay informed and make sure this Halloween is the only scare you’ll have to face!
